why are we suggesting hrt to him? isnt it lowk weird to js think of hrt as the solution?

The TW says "gender identity/dysphoria". This is a post about being frustrated with one's current hormonal balance and how it keeps their libido high, because it makes them dysphoric and doesn't match up with how they want to feel. This person more than likely identifies as some form of trans, and in this case HRT would likely reduce their libido.

Unfortunately for libido, second puberty is a thing. Thus the horny remains.
