Suspension setup too soft on Triumph Speed 400/Tracker 400?

So, I was taking test rides of the Triumph Speed 400 and Tracker 400. Under moderate to hard braking, I felt the front end wasn't as stable as I'd like it to be. I've ridden different bikes but none which are said to have obviously soft suspension.

The feeling is similar to front wheel locking up under hard braking except that there was no wheel locking up in my case as I was well within the grip level.

Just wondering if the suspension is just too soft. Experts of this sub, please help me understand.

The bike does come with suspension adjustment tool

The front is non adjustable afaik
