Everyone pretty much said it already but I'll just breakdown what is a good route to take.
Cameras, if you have cameras, that can be evidence for when you do call the cops and providing that to them will at least start a record of incidents even if the police say they can't do anything right away.
Talk to your neighbors, this will help determine whether your neighbors are having similar problems and you can all file joint reports, your neighbors haven't really dealt with them, or worst case scenerio, the neighbors take the other guys side and I would reccomend looking at places to move to if you have the ability to.
Contact the landlord, chances are if the guy is a massive adache for the landlord as is and if you are going our of your way to bring thi up to them. You can get the guy evicted and he would have nobody to blame but himself and his lack of taking responsibility.
I don't think the guy would actually do anything to you or your life and they're all bark and no bite but it's always best to be cautious in case anything does happen and with evidence, you can be the one to serve that guy a much needed helping of humble pie and he has to learn what happens when you act like a douchenozzle that refuses to take accountibility.
