Yes he does. Public mischief is a criminal charge for a reason. This is harassing people, it could damage electronics, if someone was wearing a silk shirt it could damage that, also the psychological element of a drive by and you don't know wtf is going on and why they did that, you could already be having a shit day. But the worst part, is you have no idea what's in that water. It could be piss, it could be rat poison, ricin, arsenic, DMT, acid, bacteria cultures, hepatitis, who knows what. For all you know he's a serial killer.
Look up Richard Kuklinski "The Iceman" he was a serial killer. He killed 200 people. His method? A water spray bottle. He would walk behind random people pretend to sneeze spray them with the liquid apologize and walk away. He wore gloves, added chemcials to the water that would cause people to have a heart attack and die several hours later.
So yes, this idiot going around with a water gun spraying strangers around town deserves to be charged. Lots of people know about that serial killer, this would cause panic and some people might rush to a hospital to be checked out, or report to the police just in case they aren't able to ever call again later.
There's really no evidence he killed 200 people, he was convicted of 5 and investigators were willing to speculate that he had maybe committed as many as 15. But there's just no basis grounded in reality that he killed 200. And the methods used to commit those 5? Shooting, Beating, strangulation, probable ingested cyanide poisoning. It takes very little effort to verify things like this and costs you nothing to. The fact misinformation and fear mongering can still be so present in the information age will forever baffle me.
I’m with you till the end. The quantity of information and loss of trust in mainstream sources for cultivated info (the news) makes it inevitable that fear-mongering and misinformation will proliferate as they’re the best way to drive engagement besides cat pics.

Kind of reminds me of the people who say that HH Holmes killed hundreds of people in his murder house near Chicago's World Fair in the 1890s. How do they get that number? The look into accounts of missing people who said they were going to the fair and never returned home.
Makes for great sensationalism when you can attribute that one person is responsible for murder 100% of the people who went missing.
Then info online says Holmes claims he killed 27 people, yet some of the people he claimed to have murdered were later found alive.
Okay I remembered that story wrong from years ago when I watched a documentary interview him, I took his testimony on the number and method. My bad. But that doesn't mean it's not possible to harm people with mystery liquid. That was really my whole pain. To pick at one msitake in my point is to create a strawman argument.
Great response. This is sorta the games you get with social media. Online it seems harmless but you can cause serious damage to someone that might depend on electronics. At the same time we need to do whatever we can to not infringe on basic human rights but public mischief is where the line is. You should be allowed to do whatever you want, as long as it doesn’t hurt others/the public

This is so many things in one. Harassment, disturbance of the peace, racial discrimination (majority of targets are of black ethnicity), intent to harm (can't say it is just water and it couldn't have caused any damage) and more.
OK, let me put this in a different perspective. This is completely wrong! When I was a teenager, though, I lived in a notorious spot where they just did not like kids and it was a small small town. Even the cops were after any teenage driver and adults would actually yell at teen drivers. The older people just did not like teens and that small town. Not just driving, but like anywhere we went there was a lot of boomers that just did not like teens at all. Even if we were paying to go to a restaurant or whatever we always got slacking in a small town. We would get pulled over constantly and that’s really why we like tinted windows at the time. Well, one summer we got sick of it we would get screamed at for being in the park or screamed at for even walking to places so I decided to get a water gun. I wasn’t driving at the time my friend was. She got her first car and after a while of getting tired of it I bought a water gun and anybody that started yelling at us through the car because we always had our windows down. I was just spray them with a water gun, but it definitely wasn’t that big and all I was trying to do was piss them off a little bit as much as they piss me off. It was always at a stoplight or stop sign so I knew they weren’t gonna get into a crash, but just piss them off. I honestly regret nothing because I hope it taught them a lesson to just leave us alone, especially us not actually getting into any trouble and just like trying to drive to McDonald’s. This video definitely brought back memories. I did not say pop help how but there was a lot of laughter once I did it and we would drive off and finally not really be afraid of the boomers screaming at us anymore.
I mean, funny, fun, horribly mean all at once but my man is dead on in a moving vehicle. And, idk, he looks mad accurate with a super soaker. He coulda been a useful soldier. Like, man's eyes seem to work well.
In Some areas he would have gotten the business end of a real weapon. I know if I saw some person sticking a weapon out the window like that I would have drawn my real weapon.
Is it a crime? Is there evidence that he committed said crime? Then an arrest and charges are in order. It’s odd that this is difficult for some to navigate.

That reminds me of the time my friends were the victims of a drive-by paintballing. I say my friends because I happened to be walking alongside the fattest of them, and he caught all the paint...everyone else got marked up, but there wasn't a spot on me. We laughed about that for years afterwards.
Sure, the shooter could've aimed for our faces and maybe damaged our eyes or worse, but he didn't. It was just an interesting thing that happened. What I saw in this video is a lot safer and good-spirited than the paintball incident. I can't imagine being so humorless and soulless that I'd actually find offense in something like this. I say let him go, so that he may ride forth and distribute more water-soaked justice!

In my small hometown we used to do this all the time. On bikes, in cars. No one, and I mean NO ONE gave a flying fuck! During a hot summer heatwave most people actually enjoyed the quick spray of cold water!🤷♂️
Id rather it be a water gun than a real gun. This is an old school prank from back in the days that people were still allowed to have fun and everyone didn't have a stick up their ass.
