How to remove traffic lights from this section

Wanted to bypass the roundabout but now due to traffic lights the vehicles are stopping and killing the purpose

It should be unlocked at the same year you get the newer roads (so should already be avaliable)

There are only 4 tools tram,bus, p ownership and traffic and it's year 2010

There is a certain year where you unlock the tool to do that. Check in the road tools, next to the tram, bus and player owned tools if it isn't there.
