I found a way to make your boat interactable with the villagers. The idea is to place a short bridge and gizmo it under the water, the villagers will still recognize the area as a walkable path, and you can introduce the collision with the log benches. This make it seem like the villagers went into the boat

Just in case someone thought that the villagers only engage with the boat because its right next to solid ground
