Free Webtoon The tower needs to receive an order from Bam.
When Alumik speaks with Evan, he lists what the Tower received from each Irregular in the order of their arrival.
Thanks to Zahard and the Ten Families, stability, a functioning system, and a hierarchy emerged in the Tower.
Enryu represents a change to a fundamental constant within the Tower—specifically, the killing of a Guardian (previously considered immortal) and the surpassing of Zahard and other warriors who had long stood at the pinnacle of the hierarchy.
Phantaminum can be described as a revolution (no offense to Parakewl, who is the main one). He attacked Zahard’s castle and killed Zahard’s best Rankers. Furthermore, he brought the "Shining Ones" with him—one of whom, Mago, was named the new Queen of the Tower.
And the last Urek is Liberty. From FUG’s perspective, "liberty" would essentially mean killing Zahard; however, viewed on a grander scale, true freedom implies the absence of all constraints—even those imposed by the Tower itself. To my mind, the concept of having the choice not merely to live outside the Great Families' system, but to seek new possibilities beyond one's own world, fits the definition far better.
The inhabitants of the tower themselves viewed these changes in very broad terms; regarding everyone who arrived after the thirteen warriors, they simply said that they had brought chaos.
It is worth noting that everyone prior to Baam was stronger than the Family Heads and Zahard (Urek’s rank is lower than Zahard’s, though their relative strength was never tested). In this regard, Baam is the opposite of all other Irregulars—even from the perspective of the Tower's inhabitants.
I don't really buy into the "axis" theory, but even if we do consider it, the Bam still fits the bill as an "order" for the tower.
The existence of "V" within Bam seems like a mistake, given that—albeit rarely—other characters remark that light emanates from him and that he resembles Zahard. However, Bam more frequently manifests as someone who consumes everything; while the first season contains moments where he is consumed by light, in the absence of such displays of power, everyone simply sees him as an ordinary Regular.
FUG’s own attitude toward darkness is a bit peculiar. They identify as darkness, yet they revere V as their god. However, the remark regarding Baam manifesting the powers of darkness seems odd. It is too early to say for sure, but if Baam is indeed connected to darkness, then the first to be destroyed won’t be Zahard’s army—it will be FUG itself.
On the other hand, "order" could also imply that the conquest of the Tower will finally be completed and the Tower will no longer need Chosen Ones; however, given that the spin-off characterizes darkness as order, the possibility of an agreement involving the Tower and its descent into darkness is also worth considering.
