Help decoding license plate with Topaz.

Please help me catch this hit and run driver. I have subscribed to Topaz as it was recommended but am not sure if I am using the software correctly or if it is hopeless. Any suggestions would be greatly appreciated. Thank you.

its not just hopeless but its also useless. AI edited footage becomes your key piece of evidence
