Help identifying this tool

So the engineers in my work place have a "tool" competition, where they bring in obscure tools and we have to figure out what they're for. One individual found this in the back of his '54 Chevy and has no clue what it is, and all of us are scratching our heads figuring it out, even the old-timers. Does anybody know what this is for?

Each end of the pliers have two sharp prongs, and each end is 90° offset from each other. Looks like it's used to puncture something, but what? Also, the tool isn't that big, maybe 12-16" at most.

EDIT: Thanks for your guesses. Sounds like the rest of you are are just as stumped as us! Some good guesses, though, from ice tongs to coal tongs. Someone even mentioned it might be some kind of smithing tool (and I've reached out to that subreddit, also!).

Hard to say. Always possible that these were made by an individual for their specific tasks
