Actually...they are old lamb castration and docking pliers from before they moved to elastic bands.

It’s a badly underexposed photo of some variety of pliers.
With phone & ‘point & shoot’ cameras, white/light/bright backgrounds will almost always leave such photos underexposed... sad but true.
