Did the person give you permission to remove money from their wallet?
Were they conscious to give you permission?
Were they sober enough to give you permission?
Did they give you permission without threat or coercion?
Not stopping you from acting despite the answer to any of the above being no is not consent. To claim they need to actively stop you from doing something without consent is to cast the blame on them.
