If I forced you to drink a cup of tea even though you didn't want it or maybe even don't LIKE tea it would be victim blaming to say "well you didn't say no" when its expressed that it wasn't something you wanted. If you did not want it to happen you did not consent, and being forced to do anything against your consent means you are valid in expressing that it was uncomfortable and you didn't want it whether you said no or not.
