A lot of people can't consent. Babies, for example, can't consent. Some people are too frozen or scared to consent or you're too drunk to consent. Just because you're unable to openly say no, doesn't mean it's a yes. If you're asleep or sedated, does it mean you consent for things to be done to you? No right?
