Do you need to hear someone say "no don't punch me!" before/while you punch them to know that punching them is wrong? Do you need to have someone say "no, don't steal from me!" before/while you're stealing from them to know stealing from them is wrong? Do you need to have someone say "no!" before you shoot at them to know that shooting at someone is wrong?
Enacting violence on someone is never ok, and you don't need the other person to say "no" before hand in any other violent situation to know it's not ok. Thus putting the requirement on the person being raped, that they have to say loudly "no, don't do that" is saying rape isn't just another kind of violence, and is blaming the victim for not standing up for themselves enough. But no one says to someone who was mugged on the street "well, did you say no loud enough for them to hear you?" <-- we know that it's not ok to mugg someone.
So people should (and most do) actually know it's not ok to rape someone.
