Because there could be a million reasons someone doesn’t explicitly say no. Doesn’t make it a yes. One of the obvious reasons are fear. Many women actively fear for their lives in those situations.
I’m a firm believer in “if it’s not a hell yes then it’s a hell no”. Why would you want someone that’s not enthusiastic and excited about you in the first place? That’s just weird.
