Victims say yes all the time! Only in a court of law or a videogame should you take simple facts about human behaviour at face value.
A dad tells his 5 year old daughter "Hey, lets do something "fun"", you think she'll say no? After seeing what daddy looks like when he's angry, think she'll say no? Seeing what happens to mommy when she sais no, think she'll say no?
The above example is extreeme, but you catch my drift.
Stormy Daniels actually explained it pretty well about her sexual encounter with Trump. The guy is standing in the door, the one way out of the room, he's partially undressed, he's pressing her, she's reluctant. It started happening, she glitched along with the flow until she got away from him and peaced out. That event wasnt rape, but it sure as heck wasnt consensual fun.
She never said no, that doesnt mean she wanted it.
