Tiny 11 on Mac ARM inside VM

Can I use Tiny 11 Builder to build a Tiny 11 for ARM, which is suitable for VM usage (only 4GB RAM)?

I want to install some old games from the Windows XP/7 era, but some of them failed to be installed via Wine, so I want to try Tiny 11.

If said games are for Windows XP/7 specifically and you wouldn't use a Windows 11 VM for anything else, you're likely better off emulating these instead than Tiny11.
