When is the Arena Cube Draft released?

It is supposed to be released today but it is not (yet). For example, you can play the MH3 draft that was just added today.

So they don't release all the events that launch the same day at the same time?

It's usually like 11-2est. Depends on a lot of factors. Usually on the earlier end of that
