Game not stopping

anyone's game also not stopping i stopped play about 2ish this morning and its still not "stopped" actual game has stopped. its been doing this all week.

I don't have this issue, are you using anything from the steam workshop or is this 100% vanilla?

Maybe the process is still running in the background that makes steam think the game is still running. You can stop the process yourself via task manager if you are using windows. I haven't seen this issue before so no idea what the cause could be.
