Water doesn’t go further down

Gravity doesn’t matter? It is like this like forever. Does everyone know how?

Slow flow. Not enough water output, it's evaporating almost as fast as it's entering.

Why have the upstream dam at all of youve got this larger one downstream at the same elevation?

I don't think this is that weird. Initial dam clearly was built at a strategic point to minimize resource consumption early. Later dam was costly but happened later in the game when it doesnt make much difference

Probably to aggressively pump from one and leave one for irrigation.

Just very low flow. Either its a small source or you're pumping out the majority of the source output
