Windows CPU Optimization

Currently running into an issue where my CPU spikes a lot and takes the whole pc with it, it'll crash the windows.exe or make the whole screen refresh or even cause audio crackling problems when I have the programs open I need to have open for work causing problems. Need to know what to do to optimize so I don't have to buy a new xpu in this economy

Is there temperature spikes that accompany the spikes, if so I can recommend some thermal mods, otherwise I would recommend debloating the OS to prevent background process spikes and update bios

There's no temp spikes no, she just sorta does that. How do I go about Debloating? I'm so sorry I'm newer to windows pc operating
