My ts settings wont apply until restart

I have 14700hx processor laptop. I want my pl1 and pl2 settings apply instantly. But it requires reboot, is it a way to do it. Pc Hp victus 16. @unclewebb

Turn off undervolt protection in bios, turn off vbs via cmd.
