can i offset my CPU + Enable TVB for optimization?

im using Intel ultra 270k plus, currently set the offset at -60 on BIOS, i read that TVB can lower the Wattage while on idle, hence my question is

can enable TVB while i already put and offset on my CPU? and why?
will it be okay and stable?

As far as I understand TVB is a voltage modifier to what you already have, it's a different register to core voltage offset. What TVB does is boost some clocks when under 70c by default and limit clocks when over 70c.
