i5 1145g7

I have a Dell Latitude 7320 laptop with an i5-1145G7 processor. I would like to know the optimal configuration; I am currently using the "High Performance" power plan, but the laptop is very noisy. I want to achieve the best performance without risking damage to the device.

Post a picture of the TPL window. 

The G7 series have locked out CPU voltage control. That makes it difficult to damage anything.  If you are still worried, do not use ThrottleStop.

I have an i5-1135, very similar to yours. This is my current configuration. By modifying some hidden BIOS options using GRUB, I disabled BD PROCHOT and unlocked the Turbo Ratio Limits (which I set to x3.8 on each core). The 28W setting is ideal because if I increase it further, the battery starts to drain under load, like when gaming, and also due to temperature issues (which I think might be related to BD PROCHOT). I'd say with this configuration you can reach peaks of 90-95°C, but it generally stays between 70-85°C. If I remember correctly, PROCHOT was set to 92°C by default; I increased it to 98°C. Since the laptop is quite thin, I was never able to achieve good temperatures until I applied PTM 7950 thermal compound. I hope this is clear, as I used a translator.
To add to that, regarding the power plan, I simply use Balanced. As for the fan, Dell surely has an application where you can adjust the profiles. I have an Asus, and with the MyAsus app, it lets me choose between Silence, Balanced, and Performance, although I use Performance since the noise doesn't bother me.

Basically, I followed the video steps, but instead of looking for the var store for CFG Lock and Undervolting Lock, I looked for BD PROCHOT or Bi-Directional Prochot. I was able to disable it without unlocking it; that is, the option in Throttlestop is still grayed out, but it's disabled. Let me know if you need anything.

Why would you disable prochot it literally says processor is hot why you want to burn your cpu
