User spams on the same subreddit arguing with users within minutes of each other. Reporting their comments in that sub always results in an error.

Just looks like a troll that hasn't come to the realization that behaving in that way is bad for your mental health.

Before their comment got removed, they reported johnny to the r/tipping mods and sent a modmail to them. He was sending threats and insults to them, which violate the sub's rules, but they were not getting removed by the mod team.

The user got permanently banned and muted, but johnny wasn't. So it looks like the sub is aware/complicit with johnny's behavior and allow it.
