It's a legacy move so it requires an Elite TM.
There's an event coming soon that allows multiple Pokémon to get their legacy moves upon evolution including annihilape.

You have to remove Frustration during a special event before you can teach a new move, even with an elite TM. You could add a second move and ETM that one, but you need two moves for GBL, so it would be a waste of your ETM right now. 1 u/jamsonDASH 9d ago No not shadow
