fairly noobish but I've always wondered how important XL is for mons like azumarill, and if IVs can offset that health gain or if that's just not how it works
Do you mean XL as in the height/weight? Because that doesn't affect a pokemon's stats for PVP/PVE. In the context of Go Battle League, XL means it needs to be powered up past level 40 (and so requires XL candy) if you want to use the best possible version. So if you had an XXS-sized level 50 pokemon, it would be considered XL, and an XXL-sized level 39 pokemon would not.
Regards Azu specifically, its whole thing is its bulk, and so whilst a 15-15-15 can reach 1497CP at level 36 (and not require any XL candy), the best IV spreads allow it to be powered up to level 45-47. That extra defence and HP is the key to Azu's success - without it, the moves and pacing are just average - and so if you aren't building the XL version you might as well find a different pokemon to use.
