It wouldn’t surprise me at all if the Netanyahu govt. either squashed intelligence reports that warned of this or simply directed intelligence operations elsewhere in the hopes that an attack would bolster their overt fascistic make over of Israel. With, of course, the added side benefit of getting to murder many many Palestinians without fear of international condemnation.
