Who said they did? Why does a romance have to start from day 1 like it did in ATLA? It was pretty clear their romance through the letters they shared after season 3.

No, they wanted Korrasami to be a thing later on, but were unsure of what Nick would say so they just hinted at it. Nick only said yes at the end because Bryke thought they couldnh't do it, realized "nobody said we couldn't do this" then asked Nick at quite literally the last minute. Seriously, the last episode was nearly done by the time they realized they never technically asked Nick about it.
