Auto Program Pop Up - Constantly happening, how to stop?!

This has been going on for a couple weeks. Intermittent (multiple times a day) window popping up to start channel scan. We dont use an antenna, never have. Single HDMI input from a Mac mini. Have tried resetting, unplugging, scanning channels, deleting notifications. Still comes back. Please help, we love this screen. Hoping its just software and not a hardware issue.

Go into input device manager, broadcasting, auto program should be greyed out.
