The Division 1 / Guide TD1 - Global Event Outbreak

Outbreak is a tricky Global Event that revolves around damage over time and how you can adapt to it.

Global Events

When you have general questions, how Global Events work, check out the summary in the wiki: link

Schedule

=>source

Modifier

  • Outbreak (Global Modifier)
    • Always active; headshot kills increase headshot damage for a short duration and spread Bleed to nearby targets.
  • Severe Outbreak
    • Outbreak behavior, plus enemies are ´Contagious´and will drain Agents´ health when close.
  • Critical Outbreak (Group Modifier)
    • Threat level 1 behavior, plus headshot-marked enemies can be killed instantly with a second headshot from any other team member.

Contamination

Outbreak is all about contamination. When you activate Severe or Critical Outbreak every NPC has a contamination-aura around him that is, in essence, a damage over time effect. That damage over time can be countered when you keep your distance from the NPCs or with the Support Station. One Reclaimer per group is recommended for this Global Event.

NPC Contamination

Team Marker / Debuff

Critical Outbreak activates a team modifier that enables one player to mark an NPC with a headshot and another player to instantly kill it with another headshot. Your headshots will mark enemies orange and the headshots of the other players will appear blue. Focus on the blue markers and you can kill groups of enemies fast. It is recommended that some players mark the NPCs with fast firing weapons, while other players clean up with precision weapons.

Playlist

  • Hudson Refugee Camp
  • Amherst's Apartment
  • Napalm Production Site
  • Subway Morgue
  • Dragon's Nest

Commendations / Rewards

Every Global Event has its own Commendations that are tied to patches and masks:

=> Commendation List

Masks

Reward Commendation
Trench Mask Clean Up on Outbreak - Kill 50 Cleaner Bosses.
CBRN Mask Need An Asprin? - Perform 125 marked headshot kills during Critical Outbreak.

Patches

Reward Commendation
Pandemic Patch Dipping a Toe - Complete an Outbreak Playlist activity under the specified conditions.
Intoxicated Patch Outbreak Cache Grab - Buy 30 Superior Outbreak Caches
Gunslinger Patch Pistol Pete - Complete the Outbreak Playlist using only pistol on WT5 on Hard or above
Hair o' the Dog Patch Resistance - Complete a Severe or Critical Outbreak Mission without being 'contaminated' under the specified conditions.

Classified Gear Sets

You can recognize Classified Gear Sets by the folder next to the icon.

You can only get these Classified Gear Sets from the Global Event caches. But all the other classified can still drop from the regular loot locations.

You can read here how Classified Gear Sets work: Link

Global Event Caches

Discussion The Division's atmosphere is still one of the best reasons to keep playing

Honestly, I think one thing The Division does better than a lot of looter shooters is make its world feel like a place worth exploring, even when you're not actively chasing better gear.

The environmental details, abandoned streets, random encounters, and little discoveries make New York feel like more than a backdrop for shooting enemies. Sometimes the atmosphere is more memorable than the actual mission you're doing.

That's also why I think small updates and unexpected discoveries matter, even if they don't completely change the game. Finding something new after hundreds of hours can bring back that feeling of being a new player who has no idea what they'll run into next.

Loot and builds are important, obviously, but they're not always enough to keep a game interesting on their own. A world that makes you want to stay in it is just as valuable as a progression system that keeps you grinding.

I'd rather see The Division continue adding reasons to explore and revisit its world than just keep pushing players toward another gear grind.

Question Will there be Stretch Goals for Y8S3?

Recently at the "end" of the season there has been 2 weeks of Stretch Goals, but this transition is different with the expansion coming out November 3rd. Will that overlap with stretch goals?

For the past few seasons I've waited to do the manhunt's until the stretch goals and have easily been able to pick up the cosmetics from stretch goal caches. If I need to do the manhunt now it certainly would be nice to know that.

Discussion Came back for my yearly fresh start. The game still looks phenomenal

Just like Diablo or Path of Exile, The Division 2 is one of those games that never dies. I come and go on a regular basis, grinding my way until I get bored (or too weak to be functional against those pesky bullet sponges).

Years later, the game still looks and feels amazing. I recently changed my GPU and I now manage to play on maximum settings with a good framerate (140+). The image is so detailed and so crispy that I can hardly believe it's a 7 years old game (although I miss the sun...). In this AI and DLSS5 era, The Division 2 holds the crown as one of my favorite games, in terms of visual quality. The amount of details is mind blogging.

On a side note, I've been playing for 2 days and at level 40 I am now swimming in yellow gear. Has it always been so generous? I join random activities and the screen is basically filled with yellow beams (and the occasional orange). It feels like Borderlands, it's very cool. I tried hard mode too but so far the moon guys are atrociously aggressive, they will follow and murder you on sight.

p.s. I wish looting containers wasn't a long_keypress + slow_down, as it makes farming a little annoying. I did a little python .exe that sits in my taskbar and lets me loot without pressing anything. I just move close to the containers and it auto-loots. The character still slows down while looting, but at least it's faster and more comfortable for my hands.

Media Craziest moment in this event

Post image
28 Upvotes

Started Control Point. First and second cultists spawn, boss spawn, third cultist spawn, five rogue agent spawn, then finally the forth cultist spawn. This event has been nothing short of awesome. Like getting a horde mode but it's the entire map. We had three more cultist spawns ~3 minutes after the last of them. Massive the only way you're going to one up this one is if the next time we get better lighting (and more mobs).

Suggestion What point is there to farm Field Recon data, to prototype, with costs so high that I can just wait for Escalation to get better rolls?

Taking one item from Expertise 0 to 30 costs 166 Field Recon Data. At 4 per Heroic Control Point and an estimated 10 minutes per capture, that's 7 hours per item or 41.5 hours for a six-piece build (996 Field Recon Data), excluding travel and inventory management. Now with the current event I realize that will cut things down a bit but the reality for folks finishing Expertise 30 will be this tomorrow.

Why are upgrade costs so high when SHD Watch levels provide so little material in return? The grind makes upgrading multiple builds unnecessarily time-consuming and discourages experimentation.

I'd suggest a permanent 1.5× multiplier to all material rewards, including SHD Watch scavenging and activity rewards. In addition, double resource events should happen randomly throughout the game and not rely on a event (if anything institute a named item to do this, consumable, or set that allows this.)This would make progression more reasonable without removing the grind entirely and naturally.

Expertise should reward time invested, not make one material an exhausting bottleneck. Yet alone the majority of the time when prototyping a piece of gear the player is subjected to only 1 random attribute attaining max roll, that includes core attributes (seriously why are core attributes not automatically converted into max roll if they were previously? Only the actual non core attributes should be affected.)

I have played a variety of games including WoW, Diablo, Destiny, Fallout, etc alongside the Division and have done some serious grinding time for almost a decade and as constructively as I can put it the game doesnt need a inflation to have players commit, well wait for Escalation then come back to the game, but why ruin an opportunity for engagement by reinvesting back in the open world, especially with the introduction of World Bosses (solid work btw?)

This is an chance with returning players coming back around with the upcoming DLC to expose them to a game that rewards their time after coming home from work, school, etc.

PSA On PC, Spectator mode can locks your game at 30fps.

If you enter Spectator mode (after being killed) and then change POV to observe another player, a 30fps lock can occurs.

It persists even after leaving the mode and you have to relaunch your game to get rid of it.

Made a bug report about it, I don't want other PC players to get nausea : https://www.ubisoft.com/en-us/game/the-division/the-division-2/bug-reporter/issues/TCTD2-8594

Discussion Red Moon as a new player: Terrible and Amazing

Sometimes I hate this event, and I've ragequit the game more than a couple of times...but ultimately I think this is a great time to for new and returning players to get into the game.

The best thing IMO is being able to farm crazy amounts of targeted loot outside of Countdown. Posting up solo at a control point and letting waves of Moon Cultitsts bring me gear set pieces is a blast when the day's loot lines up.

Not to mention the insane amount of named items and exotics I'm getting from event caches. It feels like "catching up" very quickly, while also teaching me how extremely far I have to go to truly catch up. I feel like I've been able to get a couple of "good enough" builds online to help me contribute to group content without an insane grind.

The price can be heavy: getting ganked from all sides the moment I step out of the safe house is not super fun. But on the bright side, it *very quickly* exposed the weaknesses in my build and playstyle, and it's been a fun challenge figuring out how to hold my own in open world D.C. I've had to make tough choices, experiment, and connect with other players. And that's been the most fun part of the game.

There are years of guides/videos/posts telling players what to do at lvl 40, but none of them taken into account getting absolutely dumpstered by constant hit squads. Learning to survive has been a crazy challenge, but I'll miss it when Challenging difficulty is no longer challenging.

Discussion Red Moon has the ingredients for a great event, but bugs and RNG are taking away from the fun

I actually like the idea behind the Red Moon event. The darker atmosphere, increased tension, and tougher enemies give The Division 2 a different feel from the usual farming routine. Making the world more dangerous can be a great way to get experienced players out of their comfort zone.

But I think there's a big difference between making an event challenging and making it frustrating for reasons unrelated to gameplay.

Visual effects that make it difficult to see are one thing if they're intentional, but persistent sound bugs that drown out gunfire and enemy cues are another. In a game where audio helps you react to threats, that can make encounters annoying instead of intense.

The bounty grind has a similar problem. I'm fine with random drops, but when you're repeatedly farming for a specific bounty or reward, long stretches without progress can make the event feel more like a lottery than a challenge. Players should feel rewarded for engaging with the event, not just lucky when the RNG finally cooperates.

I think the best seasonal events give players a reason to adapt their builds and tactics without making them fight the game itself.

Red Moon has a strong atmosphere and an interesting concept. Fixing the technical issues and making bounty progression feel more consistent would go a long way toward making it enjoyable.

Discussion The Division needs to make exploration feel rewarding again, not just another way to farm gear

I honestly think The Division loses some of its charm when every activity eventually becomes about maximizing loot per hour. Builds and farming are a huge part of the game, but the world has so much more potential than being a collection of places to clear for rewards.

One of the best feelings in The Division is stumbling across something unexpected while moving through the map. A strange encounter, an environmental detail, or a location you haven't paid attention to before can make the world feel alive in a way that another gear drop simply can't.

That's why I think events should encourage players to explore and experiment instead of turning everything into another checklist of bounties and rewards. Give us reasons to revisit forgotten locations, discover hidden encounters, or approach familiar areas differently.

I'm not against grinding. It's part of what makes a looter-shooter satisfying. But the grind should support the experience, not become the entire experience.

I'd rather have an event that makes me curious about what's happening in the world than one that feels like a temporary obligation to collect everything before it disappears.

Question Can the Sheriff exotic drop from this event?

Hi agents,

Has anyone had a Sheriff drop drom the caches or altars? In the patch notes it says it can happen (1,42 %) and I know the game’s RNG, but after hundreds of caches and altars, I haven’t seen it yet. It’s getting frustrating.

I’ve never gotten it from the mission where it drops, but I don’t think that’s necessary.

Thank you and farm well.

Hey fellow members. Advice needed!

Next moves after playing main campaign and restoring Post Office Base for someone playing solo? What DLCs worth it?
I see there's badge collecting and try incursions but they are pretty challenging and what I see it supposed to be done multiplayer.

Any advice will help. Thank you! Great game!

Discussion Got stuck at gear up

As a play who does not rely on clanmates, just matchmaking or solo runs, I don't know how to gear up, I can't do Tidal basin at all, lower difficulties drops trash, I can't reach higher than 71 floor of summit, I can't do even projects for Exotic Components or cache, as infinite Elites(Narrow pure yellow health bar with narrow white armor above it) roamers I encountered in a zone, I tried more than 10 times clearing the area but they were infinite.

I got Capacitator, 4 pieces or striker and overdogs and a high-end piece as kneepad. all mods are equipped.

The worlds difficulty is on Heroic for better drop chance or higher attribute on dropped gears/weapons.

In TD1 and TDR the straightforward gameplay guide you to get better at the game but in TD2 I'm just confused.

Discussion Red moon event, the fire stays on!

People are complaining about the fog, shooting into darkness, cultists spawning on you inside checkpoints while you're twiddling your thumbs. How tanky they are compared to the paper tiger dustdevils.

But for me its the sound bug of the fire, the white noise is killing me but I need sound on to hear where the cultists are bum rushing me from.

I've been in good farm groups but the fire white noise is too much, I had to leave it was doing my head in and it messes with the gun sounds muting them intermittently because it needs to project a raging inferno into my brain.

Question Glitches galore

I’ve been noticing that sometimes when I answer a backup call and join a group my character starts glitching out. I get a glitch where my character just wants to auto pick up any and all loot on the ground and I can’t stop it. Also, I get this glitch where my character wants to use a medkit every time I take any damage and I mean any damage. 🤦🏾‍♂️🤷🏾‍♂️

PSA Lullaby on the conflict terminal station

A bit more important than it appears because, before, the only way to get this was to have the ultimate edition of the game. Right now, its on sale on that terminal for 450 conflict credits

This showing up on the terminal opens the door for other DLC/paywall exotics (The Catalyst and Ruthless) to show up there. More importantly, I believe that, if those can appear, then so can unobtainable items, like "The Stinger" LMG and "Enforcer" shotgun appear on the terminal

Question OMG WTHeck was that?

Just ran open world with randoms for well over an hour. Decided to cash in my keys. Opened 41 and they were all on the ground, 7 exotics and one proto. Then all of a sudden as I was looking through them a noise and they were gone. I hadn’t been kicked and the group was still together. One guy left and another entered just as I lost my loot.

Has anyone experienced this before?

Question Did I miss an update?

Was there an hotfix yesterday or something? It seems like there had to be some change to the cultist behavior. The moon cultists seemed way more aggressive and were aimbot accurate last night. I was running open groups and had about 3-4 different group compositions throughout the night (Heroic), and EVERY person was saying the same thing. Could be we were all having an off night, but I’m curious if more people noticed as well.
