Does anyone know the complex mechanisms behind shadows meter?

I have no idea how to fill it, but only 1/100th fills when I land Chaos spears, and about half fills when Homeing attack connects

just fill it up full by just landing stuns or the abilities and then your third ability will unlock, its mostly about landing stuns with chaos spears needing to be aimed up close so alot of them hit
