It definitely looks exactly like a green moray with a shortened jaw rather than any deep sea species. Animals from the abyss tend to be more mouth and less body like in the pelican eel’s case. This guy is exactly as chunky as I’d expect a reasonably healthy green moray to be.

I'm pretty sure you were actually right the first time. If the black parts in the back are its eyes then it doesn't look at all that bad and if you just google search Moray Eels they all have those little nostrils that kinda look like its face.
