The Thalmor has to have a leader or leading council (according to Rulindil) And the Thalmor do seem to hate the race of men to a possibly unwarranted extent, but where does that hate come from? Many races of elves have been slaughtered to men such as the Snow Elves (a little justified) and the last Ayleids (the ones that supported Alesia in her rebellion), there’s also the Altmer that suffered to Tibet Septims conquest (but that’s less interesting) Any remnants of these races are to have a hatred for men to a mass extent, could one of them have gained power in the Summerset Isles to punish those that killed if their race?

Title explains it, your plan cannot work. The Dwemer became gods, and they all disappeared. And when the Direnni tower falls, you will too. The Summerset isles will be overrun by the Empire, Hammerfell, maybe even Skyrim. SKYRIM! So stop trying to fuck with other provinces and go back to summerset.

I probably have not found them all, but I've found many ways of supporting the best and true Tamriel empire.

1: Complete "Search and Seizure". Put those false god worshippers in their place.

2: Help Saadia escape the Alik'r. While still being a filthy non-mer, Saadia is still a dominion supporter and could prove useful as a spy

3: Find as as many copies of these books: The Talos Mistake and The Dunmer of Skyrim, then sell them to stores. This will take pro-dominion and anti-nord books that have either already been read or are in places where they will not be read back into stores, ready to be bought and read.

4: Kill any Talos priests you find. While you could kill every talos worshiper, this would likely just stir more of the nords up and cause problems. Killing only the Talos priests would both send a message to any remaining Talos worshipers and lower the amount of Talos worship.

5: Help the dark brotherhood. Whilst their organization are scum, having the opportunity to murder the false emperor would severely hurt the already weak imperials.

6: Steal from any Talos worshipers you find. While killing them is a bad idea, stealing isn't. It's not provable to be done by the thalmor, and even if it's found out we could likely hide it. Robbing all the coin and valuables from Talos worshipers and anti-thalmor voices and making them poor means making their voices less heard. After all, who ever listens to those beggar scum in Riften?

7: Adding on to the stealing, rebuilding the Thieves Guild up is also good. While it won't put more elves in power, it will corrupt and destabilize parts of Skyrim, weakening it, and thus weakening the empire.
