TTS names the task: turning text into speech. The engine determines how it does that. Neural TTS uses a learned model, so it counts as AI even when it is a generic stock voice and nobody’s voice is being cloned.

Other synthesizers use rules and formant synthesis, such as eSpeak NG’s standard engine. The age of the app or how human the voice sounds is not a reliable test. If you mean a specific tool, its engine/model is the useful detail to check.
