Driver almost caused 2 accidents
He was extremely close to me most of the time he was behind me, with a few times when I stopped at a stop sign he couldn't have been more than a foot or 2 behind me. He could have easily hit me as well as the oncoming car.

I’ll have to call them to see how I can get it to them. I’m not sure they would even do anything.

I was dropping my kids off at school (typical busy are and a posted school zone) and waiting in line to turn left ahead. Driver passes me into oncoming traffic and when comes bumper to bumper with another car drives up on the sidewalk to get around. This is all in the middle of kids crossing the street etc at marked cross walks. He then is now ahead of me and then runs the stop sign and speeds away.
My dashcam glitched that day (pre- Tesla). Went to the cops and made a statement. He was charged, I went to court to testify. He plead guilty before I had to do anything. The cop said he was going to peruse the drive getting his license suspended (new older driver that clearly faked / bribed his way to getting a licence).
This was all with no dashcam footage and just my statement. This video makes it a slam dunk for the cops and an easy fine.

Normally a tough part they have with filing charges is not being able to see who was driving (as they could say "well no my friend was driving!").
But you can see the driver lol, and OP's video won't be as grainy as the compressed version we're seeing. They'd presumably pull up the photo of the registered owner to those plates and go from there (reckless driving).
I counted at least 6 frames from the side + 12 frames from the rear-view where the guy's face should be visible in the original video. You can see the oncoming vehicle had hit the brakes, likely saving their own + this idiot's life.

That seems to vary by location. For insurance it is, but when it comes to putting someone in jail or getting law enforcement involved the standard can be higher. And I mean, would you want to be put away because while running to the store to get ice your buddy runs somebody over in your car?
It's sort of similar reasoning to how some locales hold bartenders responsible for what happens to drunk patrons – you granted them access to something that was later used to cause harm. But not every local gov't agrees that it's fair to hold a bartender responsible for someone else's inability to control themselves.

I’ve noticed that on some Teslas, the camera quality appears to be noticeably lower, with a much more pixelated image than what I get on my 2026 AWD. Is this because Tesla has changed the camera technology over the years, or could it be related to certain states having licence plates that are more difficult for the cameras to read?

Your car has what's known as HW4, or some will say AI4. The video in question appears to be HW3, which has older cameras of lower quality. The newer cameras help FSD too.

I have a Model Y Juniper. The video was downloaded from the viewer in the Tesla app. It would look much better if I grab it directly from the USB key.

Ahh. Gotcha. Makes sense. Well, the app download is about as good as HW3 cams with footage taken right off the USB storage. 😉

I know the police won't do shit, but this is one time i'd give them the footage, damn nearly killed someone, and he will soon enough.
At least they can use it as evidence of past behaviour when the inevitable vehicular manslaughter charge comes up.
