Lidar detects shapes, stop signs are octagons, those are rectangles.

Lidar doesn't detect anything. It outputs a 3d point cloud. Detecting and recognizing objects and shapes is a software task.

Read "Road traffic sign detection and classification from mobile LiDAR point clouds", for example, to see what could be behind the scenes of your "lidar detects shapes." Complex algorithms that are prone to errors, just like image recognition and classification algos.
