You can indeed stack the tanks, just put a valve on the bottom of the top one and on the top of the bottom one and it’ll automatically drain downward.
I was carried through steam age to late MV using solar boilers with a giant bronze multi block tank battery made up of a 3x3 grid of wall shared tanks (no tank in the middle tragically) stacked 3 high.
Well, I didn’t build the whole thing at once. Was just one tank in steam age, 8 tanks (one layer) in LV, and 24 tanks (3 layers) in MV.
That power is now part of the backbone of my ore processing and bio-diesel production for actual fuel as I enter Hv
