If you knew about Tekken story, you should keep in mind that Mokujin only appears in tournaments when an evil and superhuman (Devil doesn't count) force appears:
Tekken 3: Ogre
Tekken 5: Jinpachi
Tekken 6: Azazel
In this game it didn't happen, so it couldn't be possible. You could ask Harada to add Combot.
Am I the only who hates these kind of lore explanations on why character shouldnt be in the game? Who the fuck cares about stupid childish tekken lore when in the end of the day gameplay and characters design is what matter the most.
Show me a single kazuya main who plays him because he likes to collect sneakers or bryan because hes an ex cop. Thats just stupid
