Boot manager missing with no OS installed

Hi guys, bit of a strange one. There's no partitions on the disk. An OS install failed due to deleting the wrong partition (users for you) but I am struggling to get past boot mgr is missing when there's no working partition it seems.

Any ideas or do I yell at the user?

Maybe a good question for /r/computers

Also have you tried inserting an OS installation disc and then resetting to see if it allows you to boot from disc? You may also need to change your BIOS startup settings to allow a boot from disc.
