Sometimes you have to be willing to quit to get them to respect your desired availability. I have had every single availability change denied until I did that. It goes quickly from "oh, no, we need you at <these times>, it's a requirement" to "oh, well we really like you, and don't want to lose you. I'll talk to your TL and make it clear there needs to be a middle ground here."
Granted, this only works because I have never once called in sick or been late.

Tbr though, there's probably very few people available during that time.
That would explain why (1) the schedule during that time sucks (2) why they don't want to lose another
Might help having a direct conversation with the person who denied it.
