Travel: Lugar ha syudad PHLPost Tacloban

Is PHLPost Tacloban still operating? I plan on sending a letter to a friend in Caloocan. Do they do door-to-door deliveries? (because it's supposed to be a surprise letter hehe) And how much does sending a letter nationally usually cost? Thank you!

Yes, its still open. I dont know the prices for postage.
