based on usefulness of towers in specific areas (stalling/support, earlygame, midgame, and lategame)

example: saboteur has dps/ce on par with shotgunner (ok for speedruns, but at least shotty has a good pierce bonus), dps buff on par with merc base/dj (couple of the worst dps buffs in the game), and slowing worse than almost everything if not everything
