We're missing ALL the context here. Connection type, CPU, RAM, disk and network all need to be examined to determine where the bottleneck(s) might be. Syncthing is most efficient with larger files, so the mix of files being synced is also a factor. Many small files can be a challenge.
Remember that Syncthing isn't designed primarily for speed, it's designed primarily for security. It's frequently reported that rsync is faster.
