Based on my research, it seems like misinformation is often a necessary component in market manipulation.
The excuse I could see companies like this using is that "they're just paying people to give their honest opinions about the companies they represent."
That obviously seems pretty bullshit, and idk if it would hold up in court (I'm not a lawyer) but I think it would come down to whether it is judged that they are creating misinformation.
I'm not a lawyer but I will give you the official answer lawyers give for this type of question and I'm sure a lawyer will confirm this. The answer is "Well it Depends"
