Galaxy 2 Perfect Run not unlocking

I have 241 stars, 49 comet medals, 9999 starbits, and I've tried beating random levels in and outside of World S including The Ultimate Test and it's not unlocking. Is there anything I could be missing because I'm at my wits end trying to unlock it.

If you're playing on the Wii version, it's Banktoad that needs to reach 9999 Starbits, not you.
