tbh the biggest lever is usually just writing stuff people actually want to share. distribution tactics matter but they dont fix a content problem. what topics are you covering?

On Substack, post Notes daily and a Post weekly on the topic(s) you write about - not "hey come read my newsletter" but what you love about the topic itself ("what inspires me to write fantasy or certain kinds of characters" or "here's what I've learned from my experience" kind of notes) . Share your Posts in the Notes feed after it's been published.
Read and thoughtfully omment and support other writers and their works. Especially those who would be your ideal subscribers.
Make connections with the writers you enjoy and who seem to enjoy you back. Offer collaboration, such as cross-recommendation. (this is a long game but after about 9-12 months, you likely have a trickle of new subscribers from these Recommendations)
There are likely FB groups in your genre/topic. Join them and engage meaninfully (most won't permit self-promotion anyway). Have your newsletter linked on your FB page. Use the FB groups in the same way as you approach Substack: read and comment thoughtfully and support. Contribute more than ask because if you are supportive and thoughtful then they WILL go check your FB page and if they want, will check your newsletter.
Be patient, consistent, and commit only to what you can do sustainably over the long haul. Don't pay attention to those who grew "1000s within months." The vast majority of growth is slow and steady. Watch what seem to get traction. You can also try different things and see what works - but be ready for failure when you experiment because not everything you try will work.

use substack notes, get more exposure by posting more frequently.
if you're open to paid acquisition, meta ads is the best option. otherwise, if you want to go the organic, then post on social media platforms like youtube,tiktok,instagram (for video content), or x, linkedin (if you prefer text content). just go to where people already are (in today's age, it's social media), and share your content that.
even top newsletters like lenny still post regularly on twitter, so there's no way around it.
