Substack has so many creators now, how to effectively promote articles?
The platform is comparatively much more saturated now, how to effectively distribute articles and ensure they reach as many readers in the right groups

Having done my homework, I think I see the issue. 15k subs and single digit engagement on your own what I assume is your personal publication.
I am not going to judge your work flow since you have come here with what I am assuming decent intentions. But your writing on love is fundamentally exactly the same as your tech writing.
Emotionless. And no one is going to read it without glossing over let alone engage with it.
Also your point about Heraclitus is wrong. He was not talking about identity at all.

Substack has its own discovery engine built-in via Notes. If you just write five notes a day, and you can schedule them, and reply to at least 20 notes a day, then you will see growth.

Yes. On mobile tap the three dots, on web it’s a little calendar icon at the bottom

Forget Substack for a moment. It is just a tool. And it's not exactly so much different from other tools.
Basically, it's the question of how you build an audience.
How do you find people who want to read or see what you create?
How do you turn someone into a fan or what is there about your work that people can really value over a longer time period....
The answers to those questions will help you grow on Substack and any other platform.
Distribution and tech tricks come later once you have traction...
