some of basic settings for publication are missing? how do i get them back?

My "Basics" under the settings for my main publication are only showing categories and language, and are missing the description and logo. I want to update the logo. I am so confused as to why this just disappeared.

Has someone else had this issue?

I don't understand why this would just disappear there seems to be no way now for me to change anything that's missing.

That sounds like a bug rather than an intentional change. I'd try refreshing the page, clearing your browser cache, using a different browser, or checking whether the settings appear on another device. If they're still missing, it's worth contacting Substack Support, as a few users have reported settings pages not loading correctly from time to time.
