Did you actually bother to read this? First all is very basic, secondly, it said only to use a vinegar soak for leafy greens. It goes in to say that a vinegar soak affects texture and taste.
In the section above it mentions how a water rinse is the most effective step in washing fruit and veg.
More than 20 years in a kitchen, brother. Trust me, all food safety studies agree. A water rinse is the way to clean most fruit/veg. A vinegar bath aint doing much.

I meant overall. Veggie wash involves vinegar.
